It has been used in many places and has a long tradition.

Symbolically, it is a sign of diversity, inclusiveness, and hope.
この旗は、多様性、包括性、そして希望を象徴的に示しています。

In modern times, it has come to symbolize the LGBT movement.
現代では、LGBT運動を象徴するようになりました。

LGBT stands for Lesbian, Gay, Bisexual, and Transgender.
LGBTは、レズビアン、ゲイ、両性愛者、そして、トランスジェンダーを意味します。

In common English, it's called the 'Gay Flag' or 'Pride Flag'.
英語でよくちまたで言うところの、’ゲイフラッグ（ゲイの旗）’や、’プライドフラッグ（誇りの旗）’とよばれています。

You can sometimes see this flag or a small sticker version on the entrance door of some bars and restaurants, and even on taxis cab windows.
この、旗か小さなステッカーがバーやレストランの入り口のドアに見ることがありますし、タクシーの窓に貼ってるのが見えることまであります。

It is usually found in the bigger cities.
通常は、比較的大きな街でみかけます。

I have seen it in Tokyo.
僕は、東京で見たことがあります。

When I lived in London, England I could often see it at shops, bars, restaurants, and on taxis.
イギリスのロンドンに住んでいた頃、お店、バー、レストラン、や、タクシーでよく見かけました。

If you see it at a restaurant, it doesn't mean that the place is for gay people only.
レストランで見れば、ゲイの人たちだけの場所だ、ということはありません。

Basically, it means that everybody is welcome.
基本的に、どんな人でも皆歓迎しますよ、という意味なんです。

While I am not gay, I have known many gay people in my life (especially in London) and they said that this flag helped them to feel at ease whenever they were out and about.
僕自身はゲイではないけれども、（特にロンドンでの）人生の中で、多くのゲイの人たちを知っています。

The colours of the flag have some symbolic meaning;

Red = Life
Orange = Healing
Yellow = Sunlight
Green = Nature
Blue = Harmony　調和
Purple = Spirit　精神

The first gay flag was made by an artist named Gilbert Baker in San Francisco in 1978.

San Francisco is famous as being the Capital City of GAY!

Another very famous gay city is Sydney, Australia.

Actually, the city is not gay but there is a large gay population.

Do you remember the 2000 Sydney Summer Olympics?

Well as I said, Sydney has a large gay population.

During the closing ceremonies there was an increase in applause and cheering for the Japanese Olympic team when they entered the stadium.

Can you guess why?
